You are just providing too little clues to give any sensible advice.
Is this a 7x24 system? OLTP? Datawarehouse? Transaction volume?
From your suggestions it looks like you plan to implement a minimal
solution. You will soon regret this.
I can only recommand you to
a) read the Oracle concepts manual
b) read the chapters on backup and recovery in the Oracle Servers
administrators manual
c) buy the Oracle Backup and Recovery handbook by Rama Velpuri
and develop a solution based on RMAN (comes with Oracle and can backup
modified blocks only)
or read this book and ask for suggestions after reading it.
The other alternative would definitely be hire a consultant (I am one myself) as this is definitely a too broad subject for free advice.
