Oracle 8.1.7 ODBC can't see changes made by other process

We have an Oracle 8.1.7 Database (also tested with 8.1.5) and the Oracle ODBC Driver.

There are two Processes, one writing data, the other reading them. It is impossible to the reading process to get the data until he is restarted.
Also a second instance of the reading process is able to read the data, but not the one who was started before the writing process has inserted rows.

What the hell is wrong?

Thanks
