  1. Start > Settings > Control Panel > Administrator Tools > Services
  2. Right Click on OracleService<service_name> Choose Properties > Startup Type = Manual

Do same for TNSListener if you want the manual mode.

To launch it: Follow 1 and then Right Click on OracleService<service_name> and select Start.
Same for TNS Listener
