Look at task manager to see if you are paging/swapping out and the amount of
free memory.
What else is the server running? Switch the other apps off if you can.
Check the Oracle alert logs and the eventvwr.exe for other clues. Look for
exessive log switches, if so increase the size of the redologs by adding
large ones
and then dropping the smaller ones (full backups first etc).
Look at v$session_wait to see what the waits are on.
