No need to blat the database. It appears you said lock the accounts when you created the database, but here's how to get around it:

SQL> connect / as sysdba

Connected.

SQL> show user

USER is "SYS"

SQL> alter user sys account lock;

User altered.

SQL> connect sys/change_on_install

ERROR: ORA-28000: the account is locked

Warning: You are no longer connected to ORACLE.

SQL> connect sys/change_on_install as sysdba

Connected.

SQL>
