populating integration with percentage of production data

Anyone know of a tool to do this, or written their own?

We want to populate our integration database with say, 15% of the data in our production database. Production is way too large to import the whole thing into integration (disk space limitations). We have hundreds of tables, with tons of FK constraints etc. It would be one heck of a project to write code to extract a portion of the database. But when developers want to do a schema upgrade, testing in integration first, they like to have "recent" data as well as older data to test their code against.
