Well, a year might be a bit of an overstatement on my part... but given that the NT release of 9i is not yet out, (and you can bet that Oracle won't stop developing for that particular platform!), it would seem self-evident that not all platform releases appear on the same day, but are staged over time.

It *is* an extremely new product -try and be patient (and no, there's no official release schedule that I'm aware of, though of course there would be in the bowels of head office).
