Oracle9i Lite cannot find JRE jrew.exe

I'm trying to install Oracle9i Lite and it's saying it cannot find
bin\jrew.exe, but there's no jrew.exe on my system at all, yet I have the
latest JRE installed. Is this a classpath thing??
