There appears to be a bug somewhere in 8.1.x that may cause serious slowdown of the database if timed_statistics are on. It's in Metalink, can't remember the number. Hope it's fixed by now!
Nowhere else has it ever affected squat on any database I've run it on. In fact, much of the gathering of info for proper tuning of the db cannot happen without it on.
