It's (maybe?) just an issue on older versions. However, it is still listed in the Orace8i SQL Reference manual. A document bug.

At least, on Oracle 8.1.5, it's not true. You can create a tablespace, create tables on this tablesapce, even though there are only one SYSTEM rollback segment. But, if you want to insert data into the tablespace, there must be at least 2 rollback segments.
