Charge back disfunctionality

This may not be the correct forum...but I'll ask anyway.

My organization has a central tech services area which operates by charge back to the business divisions.
I am not part of the organization..just a victim.

They charge back for the enterprise disks in the SAN and now they are talking about
charging back for disk in each individual server as well!? 1. Disks are real cheap these days.
2. There is no real overhead in DASD once you set it up, Do it once 0+1..your done.
3. It promotes users to get just what they require today..disk upgrades in the future..ect. Drives up maintenance costs.

My concern is I support a large number of Oracle databases on servers with a bit of spare space
that of course is useful at times. I just see very bad technology decisions in the future because of this.

Has anyone ever experienced or heard of such stupidity? (*outside of a Dilbert cartoon?) Just curious.
