The only way you can connect before startup is as INTERNAL so:

go to Command Prompt

enter
SET ORACLE_SID=yoursidname
svrmgrl
connect internal
( it will prompt for a password - oracle is the default) then do your
startup pfile=yourpfilelocationandname

that should do it..
