Have a look at the directory - $ORACLE_HOME\rdbms\mesg
a complete/correct installation shows about 12 files ( msg files )
Make sure that you have those;
If true and you still get the error then reinstall
- probably the registry is messed up.
P.S: I had seen some bug in the installer ( on solaris and linux ) that
never extracted these msb files;
