Thanks once again to all for the suggestions (especially the kind ones off list to analyse report.txt and do my work for me - gives me a nice warm feeling that). It turns out that unbeknownst to me a router had been replaced with a new faster model, and a feature on this called Traffic Shaping was to blame. We are now back to what passes for normality in the exciting world of public audit.
