Time to check a few things.
- is your PATH env var correct? It should include c:\orant\bin in a default install
- what is oradim.log saying?
  IIRC the file is in %RDBMS73%

- what is orclalrt.log in %RDBMS73%\log saying?
- Did you ever create a database?
- What is your controlfiles parameter in initorcl.ora and do those files
exist?
