The 3 second failover is probably true - but detection may require a lot more time, and starting up processes on the DR site will be incredibly longer. I'd be surprised that 3-10 minutes is doable in a large system.
That said, there are a lot of good points to Veritas and I hear Veritas is working on VCS-OPS certification for later this year, probably for Oracle9i (that's Oracle 8.2).
