First of all: Please don't post in html, many newsreaders can't deal
with it as you see above.
Secondly: regrettably the 7.1.4 database is really too old, and Oracle
never guaranteed downwards compatibility to some 10 releases.
Your only choice is to upgrade the 7.1.4 database and cross database
links looks like to me like a disastrous move: first of all because it
raises suspicions about severe design problems, and secondly because
8.1.7 will definitely not communicate with 7.1.4
