You can indeed change the internal password using oradim. The Exclusive setting has nothing to do with your issue. But I am a bit concerned by your statement "sys and system ... default passwords." There is a reason Oracle uses the default password "CHANGE_ON_INSTALL" ... it is the fact that you are supposed to do it.

To reset the internal password use oradim to drop and recreate the services.
