Several things: The installer won't automatically install an OEM server unless you tell it to. And that means a custom install. However, with 8.1.7 a custom install gets a little involved because things have to be installed in the proper order. Your best bet is to install most of the pieces except advanced security, OEM and the Web things first. Then go back and install the rest one or two pieces at a time. That mean don't just check the OEM box, but drill down and install the "subassemblies" one or two at a time until you get them all. You can install everything on the CD eventually as long as you are patient.
8.1.5 and 8.1.6 are much easier.
By rerunning the installer and drilling down you can see what pieces remain to be installed.
If everything is installed, then you have some other problem - services not started, configuration etc.
