Use e.g. oradim80 (%oracle_home%\bin)
Oradim80 create passfile and service for database, You must doing follow steps:

1. oradim80 -delete -sid name_sid
2. oradim80 -new -sid name_sid -pfile name_file_for_password -intpwd pas sword_for_INTERNAL_account
