Processor utilization is probably not a ram problem. So adding more ram might not help. I suspect that the application that you are performance testing does not use host variables and it may not reuse cursors. This behavior will lead to excessive cpu usage. (see developer's manuals) If you have 8.1.7 you can try cursor_sharing=force and that might help. Of course, using host variables would be better, but that might help.
