If you are using Oracle8i Enterprise Edition for Solaris, yes the GUI tools are installed. To access the GUI tools, type oemapp <application name>.

examples:
oemapp worksheet
oemapp dbastudio
oemapp console

Before you can use those tools though, you have to run "emca" which is the Enterprise Manager Configuration Assistant. emca is used to create the enterprise manager repository on your database.
