Did you even read my post? The reasons for your slowdown are quite clear...

You have 1gb of RAM, and 1.63gb buffer cache (209026 x 8192). Even 50,000 db_block_buffers would probably be way too much. Are you familiar with paging and swapfiles at all?

And that's before we add your 285mb shared pool, 20mb java pool, oracle process overhead and operating system.

This is the *first* place any admin/dba would look... which is a bit worrying really...
