The JRE isn't an issue, as long as you're using 8.1.6 or 8.1.7, because those releases have the appropriate JRE on the installation CD. Red Hat 7.0 itself is an issue though. Unless you don't mind lots of monkeying around with the GLIBC, Oracle won't work on RH7. The install will run, but Oracle won't able to start up afterwards because of the GLIBC incompatibility. Forget 7 - use RH 6.2 if you want a trouble-free Oracle platform.
