Sorry, but it isn't - my oracle_home is d:\orant, and the other 9 instances on the server are reading the init<sid>.ora files in the folder d:\orant\database. On the F: drive, there is only one init<sid>.ora file, and that is for the one SID I was working on. So 9 are in the default, oracle_home, location, and one isn't, and I'm trying to figure out how Oracle knows how to find just this one file. I searched the registry for a reference to f:\orant\database, and none existed. So I'm still stumped.
