I'm not quite sure why the documentation says this. In my experiences, the only time you may *really* need a JRE is when installing the Oracle software. The Oracle Universal Installer is a java application so it needs a JRE to run. But the JRE that OUI will use is already on the CD. If you are not going to be doing any other java stuff on your server, then you will not need to install and/or update a JRE and JDK on the server. I have one server where we do not have any java stuff installed and I was able to install and run 8.1.6 on it just fine (Solaris 2.7).
