It used to be an option back in 8.0.4, but by 8.1.6 it had been folded into the core database server.
From the "Getting to Know Oracle8i" book:
"Object Relational Enhancements
The object relational paradigm introduced in Oracle8 gains new functionality in Oracle8i. Additionally, object relational technology is now available in all configurations of the Oracle database server."
