It depends on whether you want to install it on a system which already has a database or on a system not currently running a production database. My advice, do it on a machine without a production database.

Just start the Oracle installer OUI and answer the questions. Make sure you write down your answers! Keep the defaults for listener port address etc.

Make sure you machine has at least 512MB memory with the Enterprise Edition and at least 384MB with the Standard Edition.

After startup you can create your servlets (using jDeveloper) and JSP.
