Obviously a flame.
The article states only a single team has implemented a transition to mySQL. This is not all of NASA or any sort of change of policy.
Like several large public database publishing group, it appears this NASA group has decided to support the cheapest solution to allow the largest accessibility to its data. And presumably, the same group will return to using or directly supporting Oracle when the users complain that they do not want to convert from one database to another.
