for single-user development, oracle will grant you a trial license free of charge. if more than one user accesses the database, or the database is accessed for production use, or you require support, then you will need to pay for a license. the terms of the license agreement are available from the oracle store.

the $15 price you are seeing is for an "unlimited user" (vs. a "named user" license. the $15 is the unit price is for a single "universal power unit". this has to be multiplied by the number of "universal power units", which is calculated from the total processor speed of the machine. details are available from the oracle store.

for example, a "power unit" license for a single 233MHz Pentium would total $3,495, plus another 22% (annually) for support and upgrades, less any applicable volume discount, plus tax.
