Oracle Enterprise Manager installs separately from Oracle. Depending on which version of Oracle you have, Enterprise may be on the same CD or on a different one. Security manager is part of OEM. If you install OEM successfully, you will have security manager. It is not necessary to install OEM to create a database. There is complete information on these topics in the documentation section of Oracle's technical site.
