Oops, are the instance and the IIS on the same machine or not? If you use the so-called OPS$ users ("... identified externally"), you cannot connect to these accounts from remote unless you have "remote_os_authent = true" which is not desirable from the security point of view.

By the way, you can change the "OPS$" prefix by the init.ora-parameter os_authent_prefix which defaults to OPS$.
