I had a problem similar to this, but the oraInventory wasn't actually missing. Someone had installed Oracle Express and changed the default oraInventory location. Therefore, the installer couldn't find the information on what database components were already installed. On Solaris, I had to edit the /var/opt/oracle/oraInst.loc file.

What version of Oracle and what OS are you using??
