Could not resolve service name ORA-12154

Dear all,

I have installed Oracle 7.3 Server on a NT 4 Server. After the installation, I tried to use the Security Manager to add some user, but I got the following error message : "ORA-12154: TNS: could not resolve service name"

What is a service name and TNS?

What should I need to do in this case? All I want to do is be able to add a user.
