First, I think that everyone has problems with dowloading from Oracle.
Second, I think it states pretty clearly in readme for PO8 that you are going to need a bigger and better machine.
I've installed and run 8.1.6 Enterprise Edition on a NT4.0 Pentium166, 48M of RAM, and a few GB of disk. It was a chore and somewhat inadvisable for the novice. It was more a challenge than an exercise in trying to end up with something meaningful. PO8 is not that fundamentally different from the Enterprise Edition when it comes to the resources in needs to execute the installation.
