You can have :
* Server with Oracle 8.1.6
* clients with Sqlnet V2.3.4 (oracle7), Net8 client 8.0.X, Net8 client 8.1.6

Oracle Net is compatible as you want, you can with a net8 client 8.1.6 connect to an Oracle 7 or 8.0 database.

On Windows 2000, you can have Sqlnet V2.3.4 (oracle7), Net8 client 8.0.X, Net8 client 8.1.6
(i have test it)
take care 1: if the installation of Oracle does not succeed, stop the windows installer Service and retry the installation of Oracle take care 2: the oracle installer on Oracle 7.3.4, 8.0.4, 8.0.5 could give a docteur watson if the year is 2000 (a patch of the oracle installer is available : Oracle installer V3.3.1.2.4)

Oracle does only support Oracle 8.1.6 on Windows 2000, but it doesn't mean the others versions doesn't run !!
