Oracle 7.3.4 agent cannot start

I tried to start the Oracle agent in control panel, but every time after
started the agent, shortly the Dr. Watson for Windows NT error appeared.
It says An application error has occurred, and when I click cancel or OK,
the agent stopped immediately.



How can I fix this problem?
