Oracle Enterprise Manager: VTK-1002 error

I have Oracle 8.1.5 and OEM2.0.4 runing on Win2k server.

OEM has been working very well. But when I tried to open OEM today, it said "VTK-1002: The OMS is still in the process of initialisation. Please wait for it to start up completely and then try logging in again". I waited for ever. Something must be wrong. I checked that OEM management server and oracle agent services were running. I even restarted the services, but it did not help.
