I had the same problem, I think it's something to do with the fact that you have to recompile the kernel with semaphore and shared memory support. When I was using redhat 7.0 deluxe with Oracle 8.1.6i for linux I get the same thing, if you run a top command you get 99% CPU on svrmgrl.
I didn't exactly solve my problem, I just went out and bought SUSE 7.0 pro and all the problems are over. It may set you back 50 or so, but issue the ipcs command and you can see that there are at least some shared memeory segments and semaphores. Also oracle user exsists and dba and oinstall groups. I did a 'install everything option', just setup the env variables and install.
p.s. I'm not sure you may get away with buying personal SUSE 7.0 and if you do an install everything if pppd ssl is installed it may clash with pppd on ISP dial up, just deintstall pppd ssl and reinstall pppd, or call SUSE tech support, like I did.
I hope this helps, it may not be strictly accurate, I'm sorry if it's not, I tried to be accurate. But I've had no problems with Oracle 8.1.6i on SUSE 7.0 professional.
