In answer to your answer for 3 - I did set the oracle_sid to the new one but still get the same error. I set the oracle_sid to the existing one and i dont get the error. But I need to set the instance to the new one so I can create the new db.

4. database is up snd running I can ping the server from the work station but cant connect through Entprize manager or sqlplus window.

I do appreicate your help int his matter. Anything eles you can help me with to get this resolved will be appreictaed. Oracle tech support has been terrible in this matter.
