18 Seconds to Connect to Database with 8.1.6

Hi - we just installed 8.1.6 Enterprise on Win 2000 over 8.1.5. The Universal deinstaller failed to deinstall 8.1.5 correctly so we contacted Oracle and got the manual steps required to deinstall 8.1.5 (service cleanup,registry deletes etc).

Now we have a situation where SQLPlus, ODBC etc all take ~ 18 seconds to connect to a database where with 8.1.5 it was ~1 seconds. All connections are local - Enterprise and Oracle client are on the same machine.

We did the same (8.1.5->8.1.6) on a Win NT Sp6 machine and connections there are ~ 1 second.

Anyone know where to look (or what to do) to fix the connection performance. We did the 8.1.6 intall twice just to make sure the first was not screwed up - but to no avail.
