Error When Attempting to Start the Management Server

I've seen this question several times but I have yet to see an answer. Whenever attempting to start the "OracleOraHome81ManagementServer" in Windows 2000 Professional I receive the following error message:

Could not start the OracleOraHome81ManagementServer service on Local Computer.
Error 997: Overlapped I/O operation is in progress.
-----error dialog-----

Does anyone know what this message means and how to resolve it? As a result of this I am unable to login to any of the management server client facilities.
