81613 must be *very* new indeed - just downloaded 2 last week. And -to my surprise- it told me that the earliest version that could be applied to was 8.1.6.1.1. So i had to download that, too.
Check the readme - it should have the minimal version any patch can be installed upon - and server patches used to be incremental, that is, download the latest, and install over 8.1.6.0.0 or higher. But I was proven wrong last week - it *is* a dynamic business we're in ;)
