In some cases, you can have an external disk array which might be faster then some internal disks only if it has hardware raid and hardware cache and is fiber instead of Fast-wide SCSI.
I would not recommend raiding across arrays if you can help it. As far as what type of raid level you should use is really based on what types of applications are ruiing against your database.
A general rule of thumb for me in the past is;
This is only a general rule for me but more detailed analysis should be done.
