I had this problem just this morning. There were 2 processes haning around and Oracle was waiting on them. Both these processes were from an application that is having major stability issues and they probably were "in a funny state". I have not experienced this otherwise although 8i does seem to take quite a bit longer to start and shutdown than version 7 in general.
