The NT Oracle Installer from 7.3 has some problems or bugs, some are y2k related, so you shouldn't use it really (don't know exactly the "bad" Installer versions, check MetaLink).
Perhaps a newer version will help, but I don't know if that is the "supported and certified" way to go?
