Error on Connect Using Developer

Hi,

I just installed a trial version of Oracle Developer on my PC. I already have the Personal Edition of Oracle Server installed and have had no problems 'connecting' through SQL*Plus (using Username: Scott, Password: Tiger).
However, when I try to connect from Procedure Builder (or Forms) in the Developer Suite, I get the following
message:

PDE-POC011 ORA-12203: TNS: unable to connect to destination (Additional error: depoc 4)

I have seen several references to this type of error in other postings but have yet to see a solution.
Can anyone lend a helping hand?
