after you start the delete/update statement, login as system in another session and do the following:

query v$session_wait (or something like that). If it's a lock contention, you should see 'enqueue' wait event for the session doing the delete/update. If so, query dba_dml_locks (you need to run catblock.sql first as internal to create this view) to find out exactly what table is being contended.
if it's some IO bottle neck, than v$session_wait should also tell you accordingly.
