Copying the control file or files would NOT change their location as far as Oracle is concerned since the original files would remain in their original locations.

As far as I know the control file is not "human-readable"; issue an 'alter database backup controlfile to trace;' command and read the generated trace file, found in the location defined by 'user_dump_dest' in your init<SID>.ora file (or query v$parameter for the value). This is probably the closest you will come to a "human-readable" control file.
