optimal listener configuration for short but many connections

I would like to know if anyone can offer some advice about how to configure
listeners to deal with many but short lived connection requests such as coming
from web cgi programs. We found that a oracle7 running on a 2Gb sun ultra-4
can only doll out 5-6 connections per second. That is way too small. We would
like to make it to give out at least 50 connections per second. Is this feasible?
